Abstract:

Food security is a strategic issue that is under pressure from various global challenges such as climate change, geopolitical conflicts, and environmental degradation. In the Indonesian context, the Manduro indigenous community in Jombang Regency maintains a collective and sustainable local wisdom-based food management system through the management of traditional food barns. This study uses a normative legal approach to analyze the form of legal recognition and protection of the local food system within the national legal framework. The results of the study show that the Manduro community’s food management practices prioritize the principles of mutual cooperation, environmental conservation, and social solidarity, which are relevant to the concept of sustainable food security. However, a regulatory gap was observed due to the absence of sectoral legal norms that explicitly recognize and protect the traditional food system. In addition, the role of local governments in formulating and implementing regulations protecting indigenous peoples remains limited. Therefore, the urgency of substantial legal recognition and protection is needed to ensure the sustainability of local wisdom in facing agricultural modernization. This study recommends harmonization and revision of national and regional regulations, so that legal norms can accommodate the unique characteristics of indigenous food systems, as well as encourage collaboration between central and regional governments and indigenous communities in developing inclusive and sustainable food security.
