Abstract:

Climate change has an uneven impact on society, particularly affecting vulnerable communities such as indigenous peoples, traditional fishers, and impoverished groups in both coastal and inland areas. In Indonesia, the legal framework governing environmental and human rights issues has not yet been fully integrated to provide comprehensive protection for these groups. This paper aims to examine the synergy between environmental law and human rights in response to the challenges of climate change, as well as to evaluate the effectiveness of national policies and regulations in protecting vulnerable communities. Using a qualitative approach and normative analysis of national and international regulations, this study highlights the opportunities and obstacles in building a just and inclusive climate legal framework in Indonesia.

Keywords: climate change, environmental justice, environmental law, human rights, Indonesia, vulnerable communities
