Promoting culture is an important issue in the era of globalization, especially at the regional level, such as Lubuklinggau City, where the preservation of local cultural identity faces the current modernization. For this reason, the Lubuklinggau City government formed a regional promotion policy to face these challenges. This research aims to analyze the interaction between actors in formulating cultural promotion policies in Lubuklinggau City, revealing the dynamics of power and the roles of various stakeholders. Using a descriptive qualitative approach, this research involved in-depth interviews, participatory observation, and document analysis for 5 months, with data processing techniques using the Miles and Huberman interactive model. The results showed a complex pattern of vertical and horizontal interactions, reflecting the power distribution that extends beyond formal institutions. The role of mediators and facilitators, particularly the team of academics and DPRD members, was crucial in bridging the diverse interests. However, this process faces coordination and synchronization challenges, especially in aligning priorities and integrating cultural policies with other sectors. Based on these findings, it is recommended that coordination mechanisms between stakeholders be strengthened, regional cultural thoughts be developed, institutional capacity be improved, and a more holistic and collaborative approach to cultural policy formulation be adopted.
